Failure to comply with EU directives could prove costly for Italy. Strong resistance to raising tariffs means the situation is unlikely to change soon.
Delays in upgrading Italy's wastewater treatment facilities may lead to condemnation in the European Court of Justice and ultimately heavy fines, after the European Commission announced at the end of June that it would initiate legal proceedings for non-compliance with the EU's 1991 Urban Waste Water Treatment Directive.
