The right to clean water is enshrined in the constitution. As network coverage increases, the trend is towards giving more free water to fewer people.
In 2000, president Thabo Mbeki announced that all poor South Africans should receive a minimum amount of water for free. Now, with two years to go until the target of full coverage is met, the general view is that the country's Free Basic Water (FBW) programme is neither a glittering success nor a complete failure.
