The State of Victoria opted for PPP delivery at Wonthaggi to reduce costs. It is still one of the most expensive desal plants ever contracted.
In recent years, many large-scale infrastructure projects in Australia - including major desalination projects in Perth, the Gold Coast, Sydney and Adelaide - have been contracted using the alliance model. The Wonthaggi project is the first desal plant to go down the PPP route, using private finance.
