Tariff rises in China are drawing heavy criticism. Operators must convince customers that service improvements are on the way. Kathy Liu reports.

Water tariffs in China continue to rise as utilities seek to recover costs associated with decades of under-investment. Since the beginning of 2009, ten major Chinese cities have raised their tariffs in at least one category.
