DESAL PUZZLES

* The bids came in for the Tuas II desal plant in Singapore soon after we went to press last month. Hyflux was in the lead with a gobsmacking first-year water price of US$0.35/m3, which scarcely seems to be enough to cover the energy costs of seawater desalination.

 The spread of prices offered was pretty wide. The highest bid (from YTL of Malaysia) was 3.7 times the lowest. Insiders suggest that the reason for this is because the quoted figures are “first-year water prices”, which are more open to different approaches to loading costs than the “levelised water price” which is based on the the net present ...
