Spanish ombudsman criticises legislation

A damning new report catalogues a series of deficiencies in the protection of water resources in Spain. It was published on the eve of an international water strategy summit in Barcelona.

Legislative efforts to protect Spain’s scarce water resources from the depredations of urban developers and irrigators have failed because of the inaction and/or collusion of public authorities.

This is the conclusion of an exhaustive 329-page report entitled “Water and landuse planning,” published by the Spanish ombudsman in March.
