Ministers from 43 Euro-Mediterranean countries have failed to reach agreement on the proposed Strategy for Water in the Mediterranean.
It is supposed to be a version of the EU Water Framework Directive, but adapted to improve the quality of coastal waters. It would entail a commitment to invest in wastewater treatment, and it might also have implications for desal outfalls, but it was not to be. The diplomatic niceties of including Israel in the agreement overwhelmed the delegates.
