The sale of Indianapolis Water Works to Citizens Energy has taken a step forward, with the utility’s board voting to accept the proposal.
The deal enables the city to cash in its equity in the water company without being accused of privatisation, because Citizens Energy is a notfor- profit trust. The deal is a sure sign that cities are begining to think creatively about their finances.
