After April’s consultation about how it ought to regulate prices in the future, Ofwat has started a second review: ‘Regulatory compliance – a proportionate and targeted approach’ which, despite the use of the ‘T’ word, suggests that the tide of ‘targetism’ is set to recede.
The June Returns were getting somewhat absurd, with 400-500 page company commentaries commonplace in 2010 ...
