Hyflux has decided to finance the bulk of its proposed S$890 million (US$688 million) Tuaspring power and water plant from its own balance sheet, after failing to raise more than S$150 million (US$116 million) of non-recourse project finance for the plant.
CEO Olivia Lum argues that corporate finance is cheaper than project finance at the moment, but skeptics suggest that the risks inherent in the water company building a 411 MW power plant to sell electricity to meet peak demand in Singapore were simply too much for the project finance market.
