 In recent years, it has not been unheard of for tenders for Spanish desalination and wastewater treatment plants to attract bids from 20 different consortia.

 
All Spain’s big engineering/ construction firms – Ferrovial, Sacyr, Acciona, FCC, OHL and Abengoa – have water infrastructure divisions, while Grupo ACS has two separate water infrastructure specialists (DRACE/ Dragados and Cobra/Tedagua).
