* Agbar snapped up nine new contracts with a combined backlog of €1.28 billion in Spain last year, suggesting that while the country might be in the economic doldrums, its municipalities have a growing interest in private sector participation.

Insiders suggest that this will really take off after municipal elections in May. The municipalities need the money, but private concessions and asset sales remain unpopular with the public. Canal Isabel II, the water utility for Madrid, is said to be considering the sale of 20% of its equity to Macquarie, the Australian infrastructure investor
