* Gelsenwasser is having a difficult time in Algeria, where the German communally owned utility has a management contract for the city of Annaba.

Bureaucratic obstacles have impeded progress, and there are rumours that the government could terminate the project early. The results of a forthcoming audit are likely to decide the matter (see story p18).
