Conagua of Mexico is keen to talk up its achievements in privatisation following the completion of the Atotonilco WWTP.

 But the fractious nature of Mexican politics makes progress difficult beyond the large areas, and all could come to a halt after elections next year. The big indicator will be whether it can get through its plans for the first water concessions.
