Legislation aimed at reform of French water policy has had its first reading in the National Assembly but has no chance of formal adoption before the end of the parliamentary session in February. This means that it will be up to the next administration to decide whether or not to push ahead with the legal programme.
Legislation has taken three years of debate to bring to the Assembly and arrived with no fewer than 600 amendments attached. It aimed at the outset to set up a new national water authority with substantial powers and to re-establish a balance between the charges paid by domestic consumers, industry and the agricultural sector.
