Most of Italy’s local authorities have ignored the proper tender processes when awarding concessions for ATOs.
Italian environment minister Altero Matteoli has launched a scathing attack on the procedures used by most of the country’s local authorities – including the municipality of Rome – to award water and sewerage concessions in the newly formed optimal territorial areas (ATOs).
