Plan first, spend later

A report by Italy’s national court of auditors has revealed how EU funds for water were used – and misused – between 1994 and 1999.

The good news for Italy is that it managed to spend the €871 million worth of European funds for water resources that it was allocated for the period 1994-99. The downside is that a lack of accurate data and adequate planning meant that projects were funded in a haphazard way, rather than in response to genuine needs.
