At the end of 2000, a new council came into being following local government elections in the Cape Town area.
The new council is an amalgamation of the previous six local councils including the old Cape Metropolitan Council (CMC). The CMC had previously been responsible for delivering bulk water supplies to the other councils and local authorities outside the Cape metropolitan area, such as Paarl and Wellington.
