Sao Paulo City guns for Sabesp

It is setting up a regulator in a bid to control Sabesp. But it might do a deal instead.

Moves by São Paulo City Council to exercise control over state water company, Sabesp, have progressed recently. A municipal law (219/03) was passed creating a new regulatory body (ARSAE – Agencia Reguladora dos Servicos do Agua e Esgoto Sanitario de São Paulo) charged with supervising the allocation of Sabesp investment and services within Greater São Paulo.
