The outlook for minority shareholders in state-controlled water companies may not be as bad as it seems.
A private shareholder in a part-privatised state water company must feel a bit like a taxi passenger who gradually realises that the driver has a tendency to hallucinate. As the driving becomes more erratic, the passenger can only hope that a mutual interest in self-preservation will ensure that the car arrives at its destination in one piece.
