Fortaleza city council and the Ceará state water company, Companhia de Água e Esgoto do Ceará (Cagece), have finally come to an agreement on how the city concession will operate after more than a year of negotiations. Fortaleza, Ceará’s state capital, has a population of 2.4 million.
