Central government is in discussion with the states to formulate three-year spending plans. Government sanitation spending might have to be topped up with private funds.
While Brazil’s new left-wing PT government passed the six-month mark on 1 July receiving praise from across the political spectrum for its handling of the economy, there has as yet been no sign of its much-heralded social reforms, including a programme for basic sanitation.
