The regulator can only benefit from a challenge at the Competition Commission, but the water companies can lose as well as win.
When Ofwat announces its final price determinations for 2005- 2010 on 2 December, there may be two or three disgruntled water companies – but will they benefit most from challenging the determination at the Competition Commission?
