Spain admits overestimating demand

Desalination programme likely to be scaled back.

The Spanish government has publicly recognised that there is not sufficient demand to justify the quantity of water it said it was going to provide to Mediterranean regions under its AGUA Programme announced in the summer (see GWI, May and July 2004).
