A growing number of Russian water utilities are passing into private hands. This might not be a good thing in the absence of a clear regulatory system, argue Alexander Danilenko and Klas Ringskog.

Municipal utilities are rapidly being taken over by the private sector in the Russian Federation. Starting in early 2003, several large and a number of small private operators began managing municipal utilities.
