The drama at the Tampa Bay desalination plant looks set to continue after RWE/Thames and Veolia came in with proposals to fix the plant which were well outside the ball park.

The Thames fix, fronted by its subsidiaries American Water and Pridesa, suggests using cartridge filters coated with diatomaceous earth in the pre-treatment process, and is expected to cost $29 million, adding $0.024/m3 ($0.09/1000 gallons) to the cost of the water (taking the total cost to $0.67/m3).
