Champagne corks must be popping at the office of the UK water regulator, Philip Fletcher, in Birmingham, after he presented his draft determinations for the 2005-2015 review period.

The determinations, which set the tariff increases, levels of investment and rate of return for the next five years, have to be tough enough on the water companies so that the consumers feel that they are getting value for money, but not so tough that nobody wants to invest.
