The government has opened up the water sector by switching responsibility for regulation from the regional energy commissions to the municipalities.
The Russian government has announced significant changes in the way the water sector is run, making private sector participation easier and more attractive to business. A special prime ministerial order has removed water and sanitation services from the regulated tariffs list and transferred them to municipalities with effect from 1 January, 2006.
