Guy Hands wants to withdraw his offer for East Surrey Holdings, but the bid is not over yet.
The City Takeover Panel will decide if Terra Firma must acquire the parent of Sutton & East Surrey Water after the private equity group tried to withdraw from the deal because of the problems it had raised with the Northern Ireland energy regulator (see GWI, August 2005).
