Christopher Gasson is dumbfounded by a California court’s decision.
The San Joaquin County Superior Court last week ruled that the Thames Water/OMI consortium that has been running wastewater services for the city of Stockton for the past three years has to return the business – and the plant it has built – back to city control. The ruling makes one worry for the future of the Golden State.
