Only Veolia, Degrémont, IDE and Norway's Aqualyng have tried their luck against the locals in the first big tender for the next generation of desalination plants in Spain.
Spanish construction groups dominated the results of the first four big tenders in Spain's desalination plant building programme, Programa Agua, when they were announced this month.
