* Over in California, Governor Arnold Schwarzenegger has been in the news again, this time proposing a $4.5 billion mega-bond to provide funds for water infrastructure upgrades.

The funds would be used to build a statewide system for the storage and conveyance of water, providing up to 3.7 billion m3 of additional surface storage and up to 616.75 million m3 of annual supply.
