The Italian anti-private water lobby is growing in force. New legislation could constitute a breach of European law.
The prospect of public-private partnerships managing water and wastewater services in Italy’s optimal territorial areas (ATOs) appeared promising when the so-called Galli reform started unfolding in the late 1990s. Combining a savvy, publicly-owned local operator with a dynamic industrial player seemed an ideal way to generate much-needed investment and improve services.
