* Seven years after starting work on its proposal for a desalination plant at Carlsbad, Poseidon Resources cleared the biggest obstacle in the way of getting the project built: the California Coastal Commission.

After a 9-3 vote, the commission agreed to issue a permit for the plant, conditional on receiving further clarifications on entrainment and impingement, and greenhouse gas emissions. At the hearing, nobody wanted to speak out directly against desalination. Instead, they questioned repeatedly whether Poseidon’s was the right project to back.
