How should Italy best develop its water sector? Greater consolidation, a shift in investment, a new national watchdog? ANEA’s president Luciano Baggiani shares his thoughts with GWI.

The past few years have been a roller-coaster for the Italian water sector. As the Galli reform of 1994 unfolded, new aggregated optimal territorial areas (ATOs) started replacing the previous generation of thousands of municipality owned and managed water operators.
