The rapid progress of the Great Lakes Compact through the US Senate reflects its bi-partisan support. It will provide an important blueprint for the revised Colorado River Compact, argues Kathy Shandling.
US Senators Carl Levin and George Voinovich, co-chairs of the Senate Great Lakes Taskforce, introduced legislation in the Senate in late July to ratify the Great Lakes Compact. Just over a week later, by unanimous consent, the joint resolution known as S.J. Res. 45 was approved by the Senate after it passed through the Chamber’s Judiciary Committee.
