As the argument over who should fund water infrastructure rolls on, utilities are finding alternative ways to save, says Debra Coy.

Like many readers, I’ve recently returned from WEFTEC, the largest water gathering in North America, where 20,000+ conventioneers descended on Chicago to buy, sell, learn, and gossip. The show was busy, the parties were hopping, and the mood was generally buoyant, notwithstanding the woeful refrain on underinvestment in infrastructure that we continue to proclaim.
